After first deciding not to name a replacement for Precinct 2 Justice of the Peace Kirby Hill, Navarro County commissioners on Monday will consider naming Corsicana Municipal Judge Mike Russell to fill in through the Nov. 4 General Election.
Hill submitted his retirement from the position in June to go into private business in Paris, Texas. County commissioners had initially decided not to appoint someone to fill in until voters choose a new JP in November.
Now, County Judge H.M. Davenport Jr. said the county will vote on utilizing Russell on a temporary basis until the November vote. Davenport said Terry Jacobson, local attorney who has advised the court on matters relating to the vacancy, has said Russell can legally serve in both capacities — as the elected municipal judge, and fill in as the Precinct 2 JP.
Also on Monday’s agenda county agenda, Navarro County commissioners will consider ordering an election to allow county voters to decide on a Stock Law for the county.
County Judge H.M. Davenport Jr. said the item is the result of a petition submitted to the Navarro County Elections Office. Also on the agenda is the related question asking voters to vote “for” or “against” allowing specified livestock to run at large.
Adoption of the stock law and related list of livestock to be included would end the county’s “open range” status, Davenport said. Generally, stock laws require livestock owners to fence in their livestock.
Also on Monday’s agenda are several planning and zoning actions, completion of the new phone system replacement, and approval to establish water and sprinkler service at the recently acquired CISD property.
