‘Housekeeping’ takes up much of council agenda

Corsicana — It wasn’t exactly an “early spring cleaning” but the Corsicana City Council did handle several housekeeping chores at its Monday meeting.

Regulations relating to mobile home zoning, placement, and the city’s depository were “cleaned up” by action of the council following a vote and several official public hearings.

A mistake by a third-party vendor that prepares the official version of the city’s Code of Ordinances was given as the cause for an error in the publication of proper zoning requirements for the placement of manufactured homes.

“This is strictly to correct their error,” said City Manager Connie Standridge. The change approved to correct the error does not change any current regulations or procedures, added Mayor Chuck McClanahan.

Another item regarding manufactured housing also received an update Monday — the official designation of manufactured housing areas. On advice of the city’s planning and zoning attorney, the council was asked to craft and approve an ordinance to specify the four areas previously approved through a council resolution in 1998. The ordinance, the attorney said, is the preferred way to establish the guidelines.

The four areas were identified in the 1998 resolution — and remaining unchanged in the ordinance approved on Monday — are the areas of West 13th Avenue and South 31st Street, West 16th Avenue and South 18th Street, Havner Avenue in the vicinity of North Eighth Street and Walton Street, and East Fifth Avenue between Post Oak Creek and a line 500 feet from Interstate 45 and Roane Road.

Prior to the public hearings on the manufactured home issues, Bill Maupin, owner of Today Homes, acknowledged that Monday’s actions were not changes to existing regulations, but asked that should the city in the future consider new policies or procedures, that input be sought from people in the manufactured home industry.

The council also approved deleting a part of the city code that specified “First National Bank” as the city depository — a bank that hasn’t existed as such in over 20 years. Standridge said the name of the bank was inadvertently added to a recently approved financial policy from a previous document.

Culvert repair approved

Council approved two culvert replacement/repair projects — one on Fish Tank Road, another on North Beaton Street. Approximately $69,000 from unspent funds from 2013 and $11,000 from fund balance will be used to complete the two needed repairs.

Fencing variance granted

Council granted a variance from fencing requirements from James Collopy, new owner of Lakefront Mobile Home Park off Lake Halbert Road. Collopy asked council to drop the requirement for a fence that separated what were previously two separate mobile home park areas, and a variance from being required to fence the rear area of the property. Planning and Zoning Director Audrey Sloan said the rear of the property was heavily wooded.

Election contract approved

A contract with Navarro County for election services for the May 10 school and municipal elections was approved. The council also called for the May 10 city election in which council seats of Precinct 1 and Precinct 2 will be up for election. The cost for the election will be $5,431 if there is a CISD election as well, or $11,036 if there is no CISD election. There are two CISD positions with terms expiring up for election. Filing for the May 10 vote begins on Jan. 29 and ends Feb. 28. If a seat up for election is unopposed, the entity can cancel the election and avoid the expense.

Bratton reviews annual report

Corsicana Police Chief Randy Bratton gave council members a brief overview of an annual crime report to be released this week. Bratton said major crimes in the city during 2013 were down 7.3 percent overall from 2012 figures, and added that traffic safety and enforcement efforts resulted in a 10 percent reduction in total accidents and a nearly 10 percent drop in accidents with injuries. The full report will be released this week. Bratton also said the department would again offer the Citizen’s Police Academy series in 2014, scheduled to meet weekly from April 3 through June 12.
