Commissioners Meeting Briefs from 9/23/13

Corsicana — Actions taken Monday by the Navarro County Commissioners Court



Consent Agenda

Previous meeting minutes, budget transfers and a budget adjustment were approved on the court's consent agenda.



Burn Ban lifted

With the ample rainfall, the drought index has fallen to the 200 to 300 range county-wide, below the level calling for a ban. Commissioner James Olsen said the 14-day outlook is for index to remain under 500. Commissioner Dick Martin said caution was needed with any burns since some areas are still muddy and firefighters may have trouble reaching fires.



District Court order accepted

The order from 13th District Judge James Lagomarsino setting the salaries of the county auditor, assistant county auditors and the district court reporter was accepted by the court.



Auditor's report presented

County Auditor Kathy Hollomon presented a report for August 2013, which was approved by commissioners. Hollomon said she is estimating the current fiscal year will end up in the black by about $1 million; the budget had been adopted with a $830,000 deficit.



HIDTA property move approved

Commissioners approved a lease certificate for the North Texas High Intensity Drug Trafficking Area (HIDTA) as the pass-through agency for the federal funding.



Software proposal accepted

A new software package for the county financial systems and District Clerk was proposed in the amount of $54,975. Hollomon said the software was an improvement over the present software in use. The county will see savings of several thousand dollars in maintenance contracts as a result of the change. Commissioners accepted the proposal, subject to review by the district attorney and review of a contract by the district attorney, and then approved the purchase subject to the same contingencies.



Purchase of computers approved

Commissioners approved the purchase of four computers for the District Attorney's office being paid for out of unexpended Part Time Help in the amount of $6,112.



Pct. 3 Constable reimbursement approved

Commissioners OK'd $1,500 in travel reimbursement for the Pct. 3 Constable.



HIDTA Grants modified

Commissioners approved three grant modifications as the pass-through agency for federal funding of the North Texas High Intensity Drug Trafficking Area.



Commissioners meeting change OK'd

The Nov. 11 regular meeting of the commissioners court was moved to Nov. 12 due to the Veteran's Day holiday.



Archival Plan Public Hearing held.

Commissioners held a public hearing on County Clerk Sherry Dowd's 2013-2014 Records Archival plan, a part of the budget process each year.



Service contract approved

Commissioners approved a contract for the District Clerk for use of the Nexis Lexis Public information platform for background checks.



Eviction fee changed

Commissioners approved a change in the Sheriff's Office fee schedule, changing the Eviction Notice Fee from $75 to $100, and change the cost of personnel costs for records retrieval of open record requests to $15 per hour.



Texas Indigent Defense Program discussed

The county has been a part of the program for a year. To continue, the cost is $16,000 for the second year, and will go up annually, said County Judge H.M. Davenport Jr. The program would help the county in the event of a capital murder trial by helping with the enormous costs of such a trial. Commissioners approve joining contingent upon receipt of contract and review by Judge James Lagomarsino.



Monitor declared salvage

Commissioners approved declaring a non-functioning computer monitor as salvage.



Polling place change OK'd

Commissioners approved the change of the polling place of Pct. 403 from the Blooming Grove Fire Department to the Blooming Grove Historical Society Building at 201 North Fordyce.



Bids accepted

Commissioners accepted bids submitted by several vendors for auto parts, culverts, box culverts, fuel, road materials, hauling and dust control polymers.
