The Corsicana City Council moved a step closer to finalizing its budget for the coming year Tuesday during its regular business meeting.
The council approved several increases in fees it will charge starting Oct.1, including increases in the monthly water, sewer and garbage fees.
Water and waste water rates will go up from $2.80 per 1,000 gallons to $3.00 per 1,000 gallons under the fee scheduled approved Tuesday.
Residential trash service for those with one waste cart will go up 25 cents, from 11.25 per month to $11.50 per month. The cost of a second cart goes up 25 cents a month as well.
“During the last work session we discussed it would make about $1.60 difference in the average water bill,” Standridge said after the meeting. For a customer using 5,000 gallons, it would be about $2.10 more per month.
“It should be minimal, but it is a step we need to take because of the increasing expenses we have in the utility fund,” Standridge said.
The council also approved an increase in the cost of a “spot truck” from $40 to $80 per load, a new fee of $100 plus a $50 deposit for use of the Lake Halbert ball field, and raised the cost of installing a fire hydrant from $600 to $1,000.
A solicitor’s permit will cost more, going up from $30 to $40 a month, and $10 trip charge has been added for service on water connections.
Several changes in impoundment fees for small livestock were also made, and starting Oct. 1, the city animal shelter will no longer accept animals from the public for euthanasia.
A public hearing held prior to the vote on the fee changes drew no speakers, nor did anyone speak at a public hearing on the city’s tax proposed tax rate — technically a decrease because of the way property tax rates are figured, but unchanged from present rate of .6272 per $100 valuation.
Another public hearing on the tax rate and the budget is slated for Sept. 3, and a final vote on the proposed tax rate for the city will take place Sept. 17.
City Council meeting briefs
Mayor Chuck McClanahan presented City Manager Connie Standridge with an "Energy Efficient Commercial Building" award given by Green Construction Deduction, Inc. for energy efficiency improvements in the Corsicana Government Center.
Curb/gutter bid awarded
Council awarded a bid for concrete curb and gutter work to the only bidder for the contract — Diamond C Concrete. The city will pay $14.85 per linear foot for work provided by the vendor.
The firm Municipal Development Services was awarded the contract to manage grants in connection with the new Water and Adventure Park project. The firm will oversee a $750,000 grant from the state for infrastructure improvements in connection with the new water park. The amount of the contract is $50,000. Councilman John McClung abstained from voting on the contract.
9-1-1 services contract approved
The city’s agreement with the North Central Texas Council of Governments for 9-1-1 emergency telephone service was renewed for another two year term.
Landfill fee reduction OK’d
Council members approved a one-time reduction in landfill fees for debris being cleared at the Water and Adventure Park project site during land preparation. The fee for debris from the site will be $5 per cubic yard, paid by the contractor doing to land work. Councilman John McClung abstained from voting on the item.
Mayoral appointments approved
Council members approved several appointments made to city boards and commissions by McClanahan.
Building, Plumbing and Mechanical Appeals and Advisory Board — Larry Hunter, Freddy Aguado, John Yates and Rusty Chaney (alternate).
City/County Health Department Board — Dr. John Smith, Kyra Hooser, Ron Ragsdale and Sue Kerley.
Housing Authority Commission — Lynda Sloan, Brenda Stubbs, the Rev. Bob Young.
Corsicana Landmark Commission — Jimmy Hale, Malinda Veldman, Lindsay King, Hugh Stroube, Jerry Steely, Rick Guest and John Yates.
Civil Service Commission — Larry Morrison.
