IMPACT offering special training for law enforcement

Corsicana — Texans Standing Tall in conjunction with the Texas Alcoholic Beverage Commission, the Texas Department of Transportation, and IMPACT Navarro are providing a Controlled Party Dispersal Training for law enforcement agencies in the Corsicana region.

Underage alcohol parties are one of the highest risk settings for youth and college students. These parties have little or no adult supervision and can lead to such serious consequences as impaired driving, fights, sexual assault, alcohol poisoning, and property damage.

According to the 2012 Texas Secondary School Survey, the majority of youth get their alcohol at parties or from friends,” said Alvis Reeves, Coalition Coordinator of IMPACT Navarro. “Applying controlled party dispersal techniques can be a proactive approach to minimize the potential for tragedy and unintended injuries, while also educating the community on the dangers of youth alcohol use. “

The first objective of Controlled Party Dispersal is to safely control and contain the event. Once the event is secure, officers can focus on other objectives that include:

• Identifying the provider of the alcohol to minors

• Informing adults and minors that they will be held responsible for holding underage drinking parties

• Raising community awareness and building public support for enforcement of underage drinking laws

Controlled Party Dispersals are an effective environmental strategy that can reach beyond just breaking up a party where intoxicated youth run and drive recklessly through neighborhoods,” Steve Ross, Communications Coordinator for Texans Standing Tall said. “They are also an opportunity to build collaboration throughout the community for all evidence-based approaches to reduce underage drinking.“

Wednesday’s training includes a classroom section that will define the problem of underage alcohol use, review the relevant statistics, as well as look at the practices of enablers who believe they are “being responsible and safe” by hosting parties at home. An overview of how controlled party dispersals work will also be provided. The final portion of the training will be an experiential hands-on component demonstrating how to execute a controlled party dispersal. Youth from IMPACT Navarro will participate in the hands-on portion of the training.

Texans Standing Tall is a statewide coalition working to support and create healthier and safer communities for youth.
