County jail passes inspection

Corsicana — After a two-day visit by a state inspector, the Navarro County Jail has passed its annual inspection.

Fred St. Amant, an inspector with the Texas Commission on Jail Standards conducted the annual review Tuesday and Wednesday

The annual inspection includes all aspects of jail operations, said Navarro County Sheriff Elmer Tanner.

“I give the credit to the hard working and dedicated Detention Officers and maintenance personnel,” Tanner said, noting that despite staffing concerns and an increase in jail numbers, the jail passed its second inspection under his watch.

“In the past six months, we have seen a 20 percent increase in the inmate population and an approximate 16 percent decline in jail staff,” Tanner said. “I want to personally thank the committed officers for working long hours, and taking the necessary steps to keep our facility in compliance.”

James Olsen, Pct. 4 commissioner, said St. Amant was complimentary of the jail staff and operations when he briefed him and Pct. 2 commissioner Dick Martin following the inspection.

“Elmer and his staff do a great job, so it doesn’t surprise me at all,” Olsen said of the jail passing inspection. “The inspector was very, very pleased.”

The state inspector told county officials he had only minor recommendations for the jail staff regarding some documentation procedures for generator operation and inmate recreation, Olsen said.

“It's very important that our jail remain in compliance so that we don't have to transfer our prisoners to other counties at an increased expense to the citizens,” Tanner added.

Tanner said Thursday that Lt. Jeramy Phillips, who has assumed duties of jail operation with the recent retirement of Capt. Tommy Nichols, will be promoted to Captain effective Feb. 1 and continue supervision of the Detention Division.
