Commissioners Court Meeting Briefs

Corsicana — Actions taken Monday by the Navarro County Commissioners Court

Consent agenda approved

  Commissioners approved the payment of bills, minutes of previous meetings, and a budget adjustment of $3,000 for security work at the Justice Center.



Burn Ban

  The current drought index is in the 200 to 300 range, according to commissioners, and no action was taken regarding any burn ban.



Treasurer’s report tabled

  Commissioners tabled the presentation of the county treasurer’s report, stating that County Treasurer Frank Hull had been called for jury duty.



Tax collection report approved

 County Tax Assessor/Collector Russell Hudson presented the January 2013 tax report. Hudson reported 81.39 percent of the current tax levy for the county had been collected to date. He also reported Assistant Assessor/Collector Gail Smith had attained her Registered Tax Assessor license.



Racial profiling reports presented

  Constables Tommy Grant of Pct. 4 and Nicole McMahan of Pct. 3 presented the annual racial profiling report. Neither of the constables conduct routine patrol stops as part of their duties and are exempt from the requirements. Brett Latta of the Navarro County Sheriff’s Department gave the annual report for the Sheriff’s Department. The agency claims a partial exemption because its vehicles are equipped with video and audio equipment and they maintain the videos for 90 days. A report presented to commissioners showed a total of 1,733 total stops; 1,451 were Caucasian, 255 African American, 25 Hispanic, 1 Asian, and 1 Middle Eastern. In 24 instances, the race was known prior to the stop. There were 188 vehicle searches conducted, 69 of them with consent.



Budget increase approved

  Because of ordering difficulties for bullet proof vests in the 2012 budget year, payment for vests that were ordered in 2012 were approved for payment in 2013 in the amount of $12,600.



Well closing approved

   An old well at the site of the Old Navarro Hospital was approved for closing and plugging by commissioners. Final approval from the TCEQ was received to proceed with the action.



Equipment purchase approved

  The purchase of a Pneumatic Roller for Pct. 3 was approved, at a cost of $43,900.



Auditor’s reports approved

  County Auditor Kathy Hollomon presented the December 2012 and January 2013 auditor’s reports to commissioners. Hollomon reported year-to-date general fund revenues through January 2013 of $6,929,781, with year-to-date general fund expenditures of $1,376,652.
