Navarro County Commissioners were presented with a tentative timeline of action for the proposed courthouse restoration project Thursday, but took no action to proceed because of a question about the way the item was worded on the meeting agenda.
After hearing a review of a timeline for implementation of the bidding and public notice process by Tom Nichols of 1113 Architects — the firm that has been working on the restoration project — County Judge H.M. Davenport Jr. signaled his approval and began to call for a motion.
“I think it falls well within everything that we need,” Davenport said.
County Auditor Kathy Hollomon said she wasn’t sure the agenda item allowed for action due to the way it was worded. The meeting agenda stated “Consideration of presentation by 1113 Architects.”
The action commissioners were considering would have indicated both the proposed timeline for the notification and bidding process, and how the project would be implemented. Neither were spelled out on the agenda.
Nichols had suggested a timeline beginning with advertising for bids starting on May 4, up through approval of a bond package proposal by June 24.
Voters in the county would have 30 days from the June 24 date — should the proposed schedule remain intact — to submit a petition calling for a public vote on the bond issue, which would take place on Nov. 5, should a referendum petition succeed.
The county would also need to finalize an agreement with the Navarro Centre mall, or some other location, to re-locate county operations for the duration of the reconstruction project, estimated to take 30 to 36 months to complete.
Precinct 2 Commissioner Dick Martin suggested a special meeting be called to vote on the timeline proposal to go forward, perhaps even pushing the entire timeline back by one week.
“I think we need some time,” said Precinct 4 Commissioner James Olsen. “This isn’t to delay a decision, it’s to stay within the law.”
Commissioners tentatively agreed on a special meeting at 1 p.m. Tuesday, April 30. An agenda for the meeting must be posted at least 72 hours prior to the meeting.
